Professor Phoebe Okowa – Candidate for election to the International Court of Justice
for the 2025 casual vacancy and 2027-2036 term.

Independence, Integrity, Responsiveness

If elected, I will be an impartial guardian of the law and approach the task without a commitment to any ideological or political agenda. I will bring to the Court experience, expertise and enthusiasm, invaluable attributes at a time when the court has on its docket some of the most difficult and consequential cases.

I will serve not only with intellectual discipline but with empathy, recognising that the legitimacy of the Court rests in part on its ability to understand the concerns of all States, no matter their size.

Statement of Prime Cabinet Secretary of the Republic of Kenya

We present Professor Okowa as a candidate who embodies the highest ideals of the ICJ – impartiality, intellectual rigour and an unwavering commitment to justice. Kenya calls upon the international community to support this historic candidacy, which represents not just our nation’s aspirations, but our shared vision for a more equitable international legal order.
